High Sheriff

Dhruv Patel CBE made his Declaration as High Sheriff of Greater London on 30 April 2026 at the Royal Courts of Justice before the Lady Chief Justice.

Dhruv grew up above his father’s shop in Hackney in the 1980s. Those early experiences shaped his understanding of community, challenge, opportunity and social mobility. He approaches the role with a strong sense of duty — to the Crown, to the justice system, and to the communities of Greater London.

Dhruv is a businessman with over twenty years’ experience across real estate, retail pharmacy and the reinsurance market, and has been an admitted underwriting member of Lloyd’s of London since 2010.

Alongside his business career, Dhruv has held a number of civic and charitable roles. He served as a Common Councilman of the City of London Corporation from 2013 to 2021, chairing the Community & Children’s Services Committee with responsibility for social care, education, housing and public health. He also chaired City Bridge Trust (now Foundation), London’s largest independent charitable funder, during which time more than £55 million was distributed, including through the London Community Response Fund during the COVID-19 pandemic.

Dhruv is a Trustee of The Clothworkers’ Foundation and Vice Chair of Governors at Newham Collegiate Sixth Form Centre. He was appointed OBE in 2018 for voluntary service to the British Hindu community and to social cohesion, and CBE in 2026 for services to civic leadership and charity.

Under Sheriff

Biagio Fraulo JP was appointed Under Sheriff of Greater London in April 2021 at the Royal Courts of Justice.  As Under Sheriff he serves as the High Sheriff’s consitutional deputy as well as providing protocol and ceremonial guidance to the High Sheriff.

He was born in Italy and came to the Uk at a very young age.  He started his career in the telecommunications industry with the Cable & Wireless Group, where he held various management positions including bid management and strategy.

He holds an MBA from City University (now Bayes) Business School.

In addition to his role as Under Sheriff of Greater London, he is the Founding Clerk of the Guild of Investment Managers.

​He was previously Clerk to the Worshipful Company of Arbitrators between 2015 and 2020, and also Clerk to the Guild of Mercers’ Scholars between 2017 and 2025.

Biagio serves as Ward Beadle to Bread Street Ward, supporting Sir William Russell, Past Lord Mayor of the City of London.

Biagio sits as a Magistrate at Highbury Corner Magistrates’ Court, having been appointed to the Magistrates’ Bench in 2008.

High Sheriff’s Chaplain

Pt. Madhava Turumella is a London-based author, philosopher, and scholar of Hindu philosophy and Dharmic traditions, with over 30 years’ experience as a senior data architect and technology leader advising major institutions across the banking, financial services, insurance, and public sectors.

He has held senior leadership roles within the UK’s Hindu and interfaith communities, including Vice-Chairman of the British Board of Hindu Scholars, Vice-President of the Hindu Forum of Britain, and Vice-Chairman of the Council of Dharmic Faiths. He has also represented Hindu philosophical thought in international forums, including at the United Nations.

An accomplished author and poet, his work explores consciousness, karma, and the deeper structure of human existence, offering a synthesis of ancient spiritual insight with contemporary intellectual inquiry.

He was the first person to deliver a speech in Sanskrit in the UK Parliament and has contributed extensively to interfaith dialogue, education, and community engagement across the United Kingdom.

As Chaplain to the High Sheriff of Greater London, he provides spiritual counsel and ethical guidance in support of the Office’s work across the justice system and wider civic life.

The Sheriff’s Board which is hung in the Royal Courts of Justice lists the names of the High Sheriffs of Greater London from 1965, the year when the first High Sheriff of Greater London was appointed on the creation of the new county of Greater London.
